Since November 2019, all app updates on Google Play have been required to target API level 28 or higher.
(source: https://android-developers.googleblog.com/2019/02/expanding-target-api-level-requirements.html)
Therefore, apps updated on Google Play must target API level 28 or higher. As a result, Android 10 smartphones cannot connect a USB camera, such as a webcam, in apps downloaded from the Play Store.
So far, we haven't found any official documentation from Google about these policy changes. We are looking for ways to solve the issue and will share any updates.
